Pamela Spratlen, 2004-2005 Diplomat-in-Residence, East-West Center; and former Consul General, Vladivostok

Pamela Spratlen, Diplomat-in-Residence at the East-West Center for the 2004-2005 academic year, just completed an assignment as Consul General in Vladivostok. Ms. Spratlen's former assignments with the Foreign Service include the Embassy in Moscow and the U.S. Missions to the Organization for Economic Cooperation and Development (Paris) and the Organization of American States (Washington). Prior to joining the Foreign Service in 1989 she served as a budget analyst and consultant for the California state legislature. Ms. Spratlen is currently pursuing research into Russia's relations with the Asia Pacific Region.
